15 Cheapest Cities in Europe to Visit in 2026
The cheapest cities in Europe in 2026 — with realistic daily budgets, what to see, where to sleep, and which weeks deliver the best value.
Europe has a reputation for being expensive, and parts of it absolutely earn that reputation — Switzerland, Norway, Iceland, Copenhagen, Paris in peak season. But there's a parallel Europe where €60 a day buys you a private room in a beautiful old town, two restaurant meals and a museum ticket, with money left over. These are the 15 cheapest cities in Europe right now that I'd genuinely recommend visiting — not because they're cheap and bad, but because they're cheap and excellent.
Eastern and Central Europe
1. Sofia, Bulgaria
The cheapest capital in the EU. A central private hostel room costs €22, a sit-down dinner with wine €14, a day pass on the metro €1.20. Use it as a base for the Rila Monastery day trip and weekend getaways to Plovdiv (the country's prettiest city).
2. Bucharest, Romania
Underrated capital with grand boulevards, an excellent café and craft-beer scene, and €30 hostel dorms in Old Town. Pair with Brașov in Transylvania for a 5-day Romania loop.
3. Krakow, Poland
The single best value in Central Europe. Beautiful medieval old town, world-class food (pierogi, zapiekanka, modern Polish bistros), and prices that haven't fully caught up to demand. Daily budget: €45–€70.
4. Budapest, Hungary
Thermal baths, ruin bars, the Danube. Hostel dorms €18–€25, a thermal bath day at Széchenyi €25, dinner with wine €18. The city is also a fantastic base for cheap intra-Europe flights.
5. Belgrade, Serbia
Outside the EU and dramatically cheap. Big nightlife reputation, great street food (ćevapi, burek), and one of the friendliest welcomes you'll find. Daily budget under €50.
6. Tirana, Albania
The cheapest capital in Europe, full stop. Use it as a base for Albania's coast — Berat, Gjirokastër, Ksamil — at half the price of Croatia.
7. Tallinn, Estonia
Slightly more expensive than the Balkans but still excellent value. UNESCO old town, sauna culture, the easiest day trip to Helsinki. Daily budget: €60–€90.
8. Ljubljana, Slovenia
Tiny, walkable, beautiful, and the gateway to Lake Bled and the Julian Alps. Mid-range pricing — about 30% cheaper than equivalent Austrian cities.
Mediterranean value
9. Porto, Portugal
The best food-and-wine value in Western Europe. Port wine cellars, francesinha sandwiches, the Douro Valley one hour away. Daily budget: €70–€100. Pair it with Lisbon for a classic 7-day loop.
10. Valencia, Spain
Cheaper than Madrid or Barcelona, with the same Mediterranean climate, paella in its actual hometown, and the spectacular City of Arts and Sciences. Daily budget: €70–€95.
11. Seville, Spain
Tapas culture at its absolute best — many bars give you a free tapa with every drink. Avoid August (45°C) and Holy Week (peak prices). Daily budget: €65–€90.
12. Naples, Italy
The cheapest major Italian city by a wide margin, and home to the world's best pizza for €5. Use it as a base for Pompeii, Herculaneum and the Amalfi Coast (day-trip in shoulder season).
13. Thessaloniki, Greece
Athens gets the headlines but Thessaloniki gets the food. The country's culinary capital, with mezedopoleia (small-plate restaurants) where €25 buys a feast for two. Daily budget: €60–€90.
Western Europe value picks
14. Lyon, France
If Paris is out of budget, Lyon is the answer — France's gastronomic capital, with €18 prix-fixe lunches at traditional bouchons and TGV access from Paris in 2 hours. See our Paris budget guide for a Paris + Lyon hybrid plan.
15. Antibes, France
The Côte d'Azur on a real budget — €90 mid-range hotels in shoulder season, free old-town beaches, and a 12-minute train to Nice. Read things to do in Antibes for the slow-paced Riviera version of a French summer trip.
